The legislation explicitly bars the agency from forcing motor carriers to install inward-facing dash cameras or secure Department of Labor apprenticeship registration to qualify for the initiative. Program administrators have already revised the application and monthly reporting documents to reflect these voluntary data fields. The regulatory shift directly addresses the program's stubbornly low adoption rate, which has stalled at just 29 enrolled fleets against the Biden administration’s original target of 1,000 participating carriers.
